Work has stopped pretending it is about work.

This policy isn’t about health. It is about institutions admitting they can no longer demand consistency and still keep people. Nairobi made the admission explicit and formalized it into policy, removing the expectation that output must remain constant regardless of conditions.

Two paid days a month for menstrual pain isn’t the shift. The shift is that the office no longer expects a uniform body, a uniform output, or even a uniform presence. It adjusts in advance, pays anyway, and labels the adjustment as productivity to preserve the appearance of continuity.

They call it productivity because the alternative is to admit the standard collapsed.

The governor’s defense, “more than one person for each role”, reveals the structure underneath. Roles are no longer precise or fixed. They are padded, duplicated, and designed to absorb absence without disruption. Continuity is engineered through redundancy, not reliability. The job expands so the worker can contract, and the system absorbs the difference.

Nobody objects because the exchange is obvious. Workers get flexibility without penalty. Institutions get predictability without conflict. The terms are cleaner, even if the output is weaker. What matters is that the system continues without interruption or negotiation.

Warnings about hiring distortions miss the adjustment already in place. Employers are no longer optimizing for perfect availability. They are optimizing for managed absence. A scheduled gap is easier to absorb than an unpredictable one. This policy converts disruption into a fixed input, which makes it easier to plan around and justify internally.

The older model demanded constant presence. That requirement is gone. Not softened, not debated—removed. The expectation of uninterrupted output has been replaced with structured inconsistency that can be forecast, budgeted, and normalized.

The “no-questions-asked” clause completes the transition. Work no longer requires explanation or justification for absence. It requires silence and continuity. The individual disappears on schedule, the system compensates automatically, and no friction enters the process.

The physical realities were never in question. What changed is the system’s tolerance for interruption. What was once managed privately is now embedded into the structure itself, treated as a routine condition rather than an exception.

This pattern isn’t new. It is a delayed acknowledgment that the previous standard was never sustainable at scale. Once that admission is formalized, reversal is no longer an option.

Work no longer extracts by default. It accommodates by design, until extraction becomes structurally incompatible with the system itself.
